Why Bully 2 Was Canceled: Rockstar's Lost Sequel

A playable prototype, eight hours of gameplay, then the vault: the story of Rockstar's Bully 2 and the reason Dan Houser gave for canceling it.

Bully 2 is Rockstar’s most famous ghost. A playable prototype really did exist, with roughly eight hours of content, before it was sacrificed for GTA and Red Dead. In September 2025, co-founder Dan Houser finally explained why the sequel never happened.

Bully, Rockstar’s underloved masterpiece

Released on October 17, 2006 on PS2 (and renamed Canis Canem Edit in Europe, Latin for “dog eat dog”), Bully is the work of Rockstar Vancouver, built on the RenderWare engine, the same one behind GTA III, Vice City and San Andreas. You play as Jimmy Hopkins, a fifteen-year-old kid dumped against his will at Bullworth Academy. Instead of heists, you juggle the cliques (the Nerds, the Jocks, the Preppies, the Greasers), skip classes turned into mini-games (chemistry, English, gym), chase crushes and pull off one prank after another. It’s a scathing satire of the American school system, cut from the same provocative cloth as GTA. The game sold around 1.5 million copies on PS2 (a Take-Two figure, March 2008) before being remastered as Bully: Scholarship Edition (March 4, 2008 on Xbox 360 and Wii, PC on October 21, 2008) by Mad Doc Software, then ported as the Anniversary Edition on mobile in December 2016.

A playable prototype, then the vault

Bully 2 was never a myth: the game actually ran. According to several Rockstar veterans, including one developer who passed through the New England studio (the former Mad Doc), the project drew between 50 and 70 people at its peak and reached roughly “eight hours” of “fully rendered and functional” gameplay before it was halted, a level of polish reported by Game Informer. The premise: the summer after his first year, Jimmy heads back to his hometown, for an open world of around 16 missions. On the menu, a morality system that let you tip toward the antihero rather than the do-gooder, plus gameplay ideas like climbing trees. The project wasn’t a total loss: some of its assets were reused later, notably in Red Dead Redemption 2.

Why Rockstar never made Bully 2

It comes down to one word: priorities. Over the years, as GTA, Red Dead Redemption and Max Payne 3 ramped up, developers kept getting pulled onto those engines of growth. Some left the studio over its in-house crunch culture. Bully 2 was restarted and shelved several times: concept art leaked in 2017, and Rockstar’s massive leak in September 2022 confirmed the title was among the buried projects, alongside the Agent project.

In September 2025, Dan Houser settled the debate in a rare interview: “I think it was just a bandwidth issue. With a small creative team at the top and a small senior leadership group, you just can’t do all the projects you’d want to.” It’s the same logic that, a decade earlier, had put Max Payne 3 ahead of a Bully sequel.

Bully 2 in the Age of GTA 6

Rockstar has never officially announced Bully 2: no date, no teaser. And the timing doesn’t help its case. With Grand Theft Auto VI due on November 19, 2026 and a new Red Dead still on the drawing board, the publisher has never had more reason to focus its resources on its two behemoths. The paradox is that Bully remains one of the studio’s most distinctive concepts, far from guns and heists, as we noted in our roundup of the best Rockstar games outside GTA. Houser, who left to found Absurd Ventures, says he specifically wants a structure that can run several projects at once. Enough to keep the hope alive, just not at Rockstar.

Will Bully 2 ever come out?

Nothing has been announced. Rockstar never officially confirmed Bully 2 and is focusing its energy on GTA and Red Dead. Dan Houser, who co-founded the studio, has left Rockstar and is now building other worlds at Absurd Ventures. A return for the series stays, at best, hypothetical.

Why was Bully 2 canceled?

It came down to priorities and resources. Developers were gradually moved onto the studio's big titles (GTA, Red Dead Redemption, Max Payne 3). Dan Houser summed it up in 2025 as a "bandwidth issue": a small creative team can't do everything at once.
